Risk Transfer
To support our members in implementing effective Risk Transfer strategies, CIRA offers a comprehensive range of guidance, tools, and best practices. These resources are designed to provide members with sample indemnification and insurance provisions aimed at minimizing unwanted financial exposure due to liability assumed under contract. While these guidelines are intended to be helpful, they do not constitute strict requirements. Flexibility and sound judgment should be applied to ensure that the provisions are both reasonable and achievable for all parties involved.
Please note that the suggested guidelines and information provided in these tools do not constitute legal advice. Members are strongly encouraged to consult with their legal counsel before finalizing any contracts or agreements. If there are any questions related to any of these resources, please reach out to the CIRA Risk Team via email at risk@cira-jpa.org.
Risk Transfer Fundamentals
Risk management is more of an art than a science, and the decisions our members make often depend on various factors such as the situation, agreement, location, and timing. As a result, it’s common for Risk Managers and their teams to respond to inquiries about ideal risk management practices with, ‘It depends.’ To further assist our members in understanding risk transfer and insurance requirements, we recommend referring to the Alliant Insurance Requirements in Contracts (IRIC) Manual. Developed through the collaboration of various joint powers authorities (JPAs) and their staff, including Frank James from the REMIF Legacy pool, this manual serves as an essential resource.
Indemnification and Insurance Requirements
This Indemnification and Insurance Recommendations Table is designed to help members identify the recommended indemnification and insurance requirements based on the type of agreement. Please note that some agreements may necessitate adjustments to coverage limits depending on the specific risks involved. To assist with this, CIRA has developed a recommended limit sheet that includes a simple risk matrix. Members may incorporate the sample insurance language into their agreements or use this language within the agreement to include the insurance requirements as an exhibit.
Insurance Certificates and Endorsements
This Certificate of Insurance and Endorsements Guide was developed to help members understand the commonly used insurance forms. This document may also be shared with contractors and vendors to facilitate communication with their insurers regarding the specific endorsements required by the member.
Evidence of CIRA Coverage: Members may request certificates of coverage by submitting a Certificate of Coverage / Endorsement Request form, along with all required contractual documents.
Permits and Other Templates
