Accreditation

Accreditations affirm our adherence to industry best practices, strong governance, and high standards in public agency risk management. This pursuit supports CIRA’s mission of operational excellence and reinforces our dedication to sound operations, exceptional member service, and long-term financial strength.

CAJPA Accreditation with Excellence

CIRA has received Accreditation with Excellence from the California Association of Joint Powers Authorities (CAJPA), the highest level of recognition in the program. Formally conferred at its May 15, 2025, Board of Directors meeting, this marks CIRA’s first accreditation since its formation and reflects the organization’s commitment to best practices, strong governance, and transparent risk management.

CAJPA Accreditation is designed to ensure that JPAs operate in a safe, secure, and legally compliant manner. The accreditation process evaluates a pool’s structure, financial position, funding plans, member communications, and risk services. In CIRA’s case, the review highlighted effective cost allocation practices, robust training and risk services, and strong long-term planning. Earning Accreditation with Excellence means that CIRA has not only met, but exceeded the core standards required for accreditation. This three-year distinction confirms that CIRA is well-positioned to support its members and deliver sustainable, high-quality services.

AGRiP Recognition

AGRiP Recognition is awarded by the Association of Governmental Risk Pools (AGRiP) to member pools that demonstrate compliance with its nationally recognized Advisory Standards. These standards provide a comprehensive framework for evaluating governance, operations, financial practices, and member services. Recognition is granted for a three-year period and signifies that a pool operates in accordance with industry best practices. While all member pools are encouraged to use the Advisory Standards for continuous improvement, only about one-quarter have achieved formal Recognition status.

In January 2026, CIRA earned AGRiP Recognition, reflecting its commitment to strong governance, sound financial stewardship, operational excellence, and continuous improvement in service to its members. The designation remains in effect through December 2028 and underscores CIRA’s ongoing dedication to providing high-quality risk management programs and services.
